Patrick Fox becomes president of firm that pioneered
zoning politics consulting 20 years ago;
Robert Flavell becomes vice chair

The Saint Consulting Group (TSCG), the largest consulting firm in the world that specializes in land-use and zoning politics, has named Patrick F. Fox as president and Robert J. Flavell as vice chairman. P. Michael Saint, who now assumes the title of chairman and chief executive officer, announced the new titles for his long-standing colleagues.

TSCG focuses exclusively on government approvals processes related to land use, zoning, and entitlements. Industries who use TSCG services include aggregates, casinos, grocery and retail, mixed-use developments, and utilities.

“These two senior political strategists are among the most seasoned and skilled land-use specialists in the world,” comments Mike Saint, who founded the firm 20 years ago. “They understand how to help owners, developers, and institutions, as well as neighborhoods, get the fair treatment they deserve from political entities.”

The Saint Consulting Group focuses exclusively on generating grassroots political support for government approvals processes related to land use, zoning, and entitlements. The firm estimates a success rate of over 90 percent for its engagements.

Saint, Flavell, and Fox have grown the company to 50 employees and five US offices. Most staff members are field analysts and “operatives” with prior experience in politics and managing political campaigns

Brief bios:

Mike Saint was president prior to becoming chairman of the board and CEO. He founded the firm in 1983 after careers in journalism, Massachusetts state political affairs, and public relations. TSCG, which has experienced double-digit growth annually for the last decade, works with businesses in many industries and regions.

Robert J. Flavell, who served as chief operating officer and now carries the title of vice chairman of the board, is an attorney and former newspaper editor who joined Saint in 1988. He has wide experience in government, politics, and land-use strategy.

Patrick F. Fox, TSCG’s new president, joined the firm in 1998. Before that, he worked on more than 100 political campaigns, produced multimedia advertising for many candidates and issues, worked for the US Congress, and operated a government relations consulting firm.
